Anti-Ragging Committee (2023-24) L.B.S. Government (P.G.) College Halduchaur have zero tolerance for ragging and proud to state that they are ragging-free. Students are informed to follow the act and ensure a ragging-free campus. To ensure compliance with the UGC Regulations on curbing the menace of ragging in higher educational institutions, 2009, the Anti-ragging Committee is nominated and headed by the Principal and comprises of representatives as prescribed by the UGC Regulations, including civil and police administration, local media, Non Government Organizations involved in youth activities and representatives from the institute. institution. The committee will ensure compliance with the provisions of the Anti ragging regulations; monitor and oversee the performance of the Anti-Ragging Squad in prevention of ragging in the Anti-Ragging Policy Government/University Grants Commission (UGC), guidelines notified vide no.F. 1-16/2009 (CPP-II) dated 21-10-2009 on Curbing the Menace of Ragging in Higher Educational Institutions, 2009 (Under Section 26(1) (g) of the University Grants Commission Act, 1956) are strictly implemented at L.B.S. Government (P.G.) College Halduchaur (Nainital). According to the Hon'ble Supreme Court of India Ragging constitutes one or more of any of the following acts which may cause or is likely to cause physical or psychological harm or to raise fear or apprehension thereof in a fresher or a junior student: Any conduct by any student or students whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness a fresher or any other student. a. Indulging in rowdy or indiscipline activities by any student or students which causes or is likely to cause annoyance, hardship, physical or psychological harm or to raise fear or apprehension thereof in any fresher or any other student. b. Asking any student to do any act which such student will not in the ordinary course do and which has the effect of causing or generating a sense of shame, or torment or embarrassment so as to adversely affect the physique or psyche of such fresher or any other student. c. Any act by a senior student that prevents, disrupts or disturbs the regular academic activity of any other student or a fresher. d. Exploiting the services of a fresher or any other student for completing the acadenmic tasks assigned to an individual or a group of students. e. Any act of financial extortion or forceful expenditure burden put on a fresher or any other student by students Any act of physical abuse including all variants of it: sexual abuse. homosexual assaults, stripping, forcing obscene and lewd acts, gestures, causing bodily harm or any other danger to health or person.
f. Any act or abuse by spoken words, emails, posts, or public insults which would also include deriving perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the discomfiture to fresher or any other student. 8. Any act that affects the mental health and self-confidence of a fresher or any other student with or without an intent to derive a sadistic pleasure or showing off power, authority or superiority by a student over any fresher or any other student. a. Students and parents submit anti-ragging related affidavits to the institutions at the time of admission. Measures to prevent ragging b. Awareness programs are conducted and Anti-ragging act is read out in the class during the induction and orientation programs for fresher and senior students. c. Anti-Ragging regulations are displayed in prominent places in the campus and and on the Institute's website. d. Anti-Ragging Committee is constituted to ensure compliance with the provisions of the Regulations as well as the provisions of any law for the time being in force concerning ragging: It will also to nominate, monitor and oversee the performance of the Anti-Ragging Squad in the prevention of ragging in the institution. e. Anti-Ragging Squad will be called upon to make surprise raids places vulnerable to incidents of, and having the potential of, ragging and shall be empowered to inspect such places. f. Anti-Ragging Squad is empowered to conduct an on-the-spot enquiry into any incident of ragging referred to it by the Head of the institution or any concerned complainant and the enquiry report along with recommendations shall be submitted to the Anti-Ragging Committee for action. Warning Any student or group of students found guilty of ragging in the campus or even outside the campus shall be liable to one or more of the following punishments. Written apology letter Punishments Dismissing the student in extreme cases Suspending the student from attending the regular classes Dismissing the student from attending the classes Dismissing the pupil from being a member of any specific committee Withdrawing or withholding the education of particular student Prohibiting the student from any test/examination that's going to be conducted in the council Cancellation of admission of the concerned student.
